Rail Yard Locomotive Operations Community Noise Assessment

A rail yard used for the overnight storage of commuter train sets and for the maintenance of locomotives during the day was the subject of community complaints since trains must be moved and tested overnight in preparation for passenger service each day.  The locomotives must be run continuously at night and on weekends when air temperatures are below 40˚F.  Staiano Engineering
(SEI) performed noise measurements to document the conditions in the adjacent community.  Short-term, third-octave band sound levels were sampled repetitively at various times of day at various locations with an observer in attendance to identify and differentiate significant yard and non-yard noise sources.  Untended, extended measurements were made to quantify the extent of impacts.  SEI identified effective noise control options—whether for operations, equipment, or facilities—considering the practical constraints imposed by the rail yard.  SEI evaluated the potential benefits of operational changes (e.g., limiting head-end power and prime-mover engine operation) and equipment modifications.  The height and length required for an effective yard-perimeter noise barrier wall were determined.
